Transforming Risks into Cooperation - The Environment and Security Initiative 2003 - 2013

In 2013, the Environment and Security Initiative (ENVSEC) celebrates its 10th anniversary, and the present publication describes the history, methodology and key results achieved so far through the skills, experience and networks of the ENVSEC partners. It provides examples of success stories from several countries in Eastern and South Eastern Europe, Central Asia and the South Caucasus. We believe that this information, along with the summary of lessons learned and best practices, will be beneficial across the globe.

Climate Change in Eastern Europe

GEO-Cities Tbilisi report

Under the Environment and Security Initiative (ENVSEC), Georgia’s capital, Tbilisi, was the focus of the latest Global Environment Outlook at the municipal level. Released in December, the GEO-Cities Tbilisi report recommends increased environmental monitoring, a greater emphasis on renewable energy and modernizing waste treatment, and a shift to an integrated river-basin approach to water resource management.

Experience of the European Union in Adaptation to Climate Change and its Application to Ukraine

This publication aims to offer practical guidance and background information to the government of Ukraine on how to undertake adaptation activities. Based on the EU experience the study provides examples of current adaptation policy measures and discusses options to finance adaptation activities. Findings of this research were presented to and discussed with the Ukrainian authorities in February 2012.

ENVSEC report: Transboundary Cooperation and Sustainable Management of the Dniester River Basin

A publication presents the achievements of the Environment and Security Initiative (ENVSEC) project “Transboundary Co-operation and Sustainable Management in the Dniester River Basin: Phase III – Implementation of the Action Programme”. The project was led and implemented by three of the ENVSEC partners, UNECE, OSCE and UNEP.

Project activities, transboundary water monitoring, fish fauna conservation, information sharing on the basin level, public awareness, and reducing vulnerability to extreme floods and climate change, and development and signing of the Moldovan-Ukrainian Dniester River basin Treaty, are described in the publication.

The signing ceremony took place at the sixth session of the Meeting of the Parties to the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) in Rome in November 2012.

The publication provides recommendations for further activities in the Dniester basin and is a valuable reference for the further development of the transboundary integrated water resources management.

Manual for trainers “Detection and prevention of illegal transboundary movement of waste and other environment-sensitive commodities”

The Manual is aimed to help trainers at the training courses for customs and border guard authorities, environmental inspectors and other responsible authorities to deliver lectures and practical exercises on a broad topic “Detection and prevention of illegal transboundary movement of waste and other environment-sensitive commodities”.

The Manual provides general advice to the trainers, a list of topics recommended for the presentation, offers teaching methods for each topic, as well as provides a list of recommended literature and Internet sources.

Vital Waste Graphics 3, 2012

From generation to disposal, waste is a by-product of societal dynamics, and all too often absent from our consideration. Vital Waste Graphics 3 seeks to put waste in context by looking at some of the forces driving global trends, examining various concerns and the strategies developed to address them and considering the difficulties encountered in implementing these strategies.

This UNEP publication has been translated in the framework of the ENVSEC project entitled “Prevention of illegal cross-border transport of hazardous waste and other cross-border environmental crimes” with the suppport of OSCE.

Environment and Security in the Amu Darya River Basin

The report aims at strengthening the links between environmental well-being and security issues in the region, stressing the importance of the Amu Darya River in maintaining sustainable livelihoods of the area’s inhabitants. The reports takes a close focus on issues of climate change, water, energy and agriculture in the Amu Darya basin, and reveals that it is vital to maintain cooperation in these fields, since neglect for these important areas means intensified security risk. ENVSEC Strategic Workshop, Final Report, Geneva, July 2009

On 1 July 2009, the ENVSEC partners organized a workshop to present and discuss the findings of the Strategic review of the ENVSEC Initiative. The workshop, made possible thanks to a generous contribution from the Swiss Federal Department of Foreign Affairs, brought together 29 participants representing ENVSEC partner organisations, as well as partner and potential partner countries and institutions. The workshop was useful in doing the first selection and prioritization of the wealth of recommendations produced by the review.

The land of our concern. Based on material from the reports on the state of the natural environment in the Donetsk Oblast in 2007-2009

Based on the assessment of 2007-2009 data, the report presents environmental situation in the Donetsk region (oblast) of Ukraine. The analysis shows the region's environmental, social and economic conditions, and the environmental impacts of economic activities. The report highlights issues such as air quality and pollution, water and land resources, climate change, biodiversity, waste management, health and industrial safety. Indicators in the report show environmental trends over time as well as map the issues within the region. Comparisons are drawn with other parts of Ukraine and with EU member-states. Strategic Review of the ENVSEC Initiative, Final Report, June 2009

The report includes main findings and recommendations of the strategic review of ENVSEC, carried out at the request of the ENVSEC Management Board by an external consultant in March-May 2009. The objective of the review was to critically examine ENVSEC six years after its establishment in order to assess its continued relevance and how well its approach, methodology and organization allow it to achieve its objections. Recommendations of the strategic review endorsed by the Management Board will be executed in the order of their priority as defined by the ENVSEC partners and their stakeholders.
